When it comes to electrical circuits the voltage (or potential difference) is the electrical “pressure” that is applied to electrons in the circuit. The flow of current is electrons by themselves as is resistance, the component of the circuit that converts electrical energy into a different form (heat or light, for instance) which slows down the flow of the flow of electrons as it goes through.
