Any charge that moves within a the magnetic field are subject to magnetic force that is perpendicular to the charges’ velocity and magnetic field. The force’s magnitude is the same as the product of the charge’s magnitude and the cross product of magnetic field and velocity field.

The magnetic field would not force the loop if it was released from its rest in the magnetic field. The left end points upwards, while the right ends point downwards. The loop is subject to net torque. It rotates counterclockwise as a result.

Therefore, the answer is A, Rotate counterclockwise.
